Yes, that would be the ideal, but until then, I'd be happy where we
could just specify flags to the external to say

  * tag to current revision
  * copy (will fail between different repos)

Because the other area that has been discussed before is the syntax for
relative externals (i.e. externals in the same repo). This has been
discussed quite extensively in the past IIRC, but I'm not sure what the
outcome was, so until this is fully addressed, the above 2 options would
help us for now.
