wc-format upgrades && the 'empty-file' in the .svn area

When releasing 1.4, there will be a wc-format upgrade on all clients
using the new client. This means older clients will refuse to further
read those working copies.

Because obviously these old clients make no assumptions about our
working copy layout anymore, I thought to eliminate the 'empty-file'.
If I find a way to do this, without making the code more complex, do
you think this is a change our compat guidelines allow?
