Yes, the error behavior has changed for the user. You say:
"therefore the user is glad to know". I say: "it's such a small
change, users won't notice." My argument is that nobody has ever
reported this bug, therefore users won't notice this change. However,
you said that several users in your company *did* notice the bug. So
I concede, you win. Go ahead and add it to CHANGES.
