After the backports are done, you should follow the notes/releases.txt
instructions to actually do a release. Running dist.sh is just a tiny
part of the overall process that Ben Reser follows. :-)

Once you have an rc1 tarball available, put it up on a private server
and let committers test it. Once you get 3 sets of GPG signatures for
the tarball, then you can announce (and post) the tarball publically.
You'll need to ask a collabnet employee to upload the tarball to
subversion.tigris.org/tarballs/.
