It wouldn't hurt to have these API's exposed in JavaHL, but it does not
need to hold up 1.3. Like I said, I have already written the code for
this in Subclipse to use the environment variables. Because of the way
Subclipse works, I am not sure it could use this method anyway. I would
have to take a look. I seem to remember that the code point that
retrieved the directory name did not know which of our "adapters" to call,
so it had to be a generic solution.

The "get" API is probably the only one we would need.
