Although wc-replacements can be seen as a bugfix, it is not eve na
little bit 1.3.x fodder. Unless there's a critical bug (like the
mod_authz_svn security situation), patch-release changes need to be
focused and small.

Also, to the best of my knowledge, wc-replacements involves a wc format
upgrade.

I believe "svn switch --relocate" is using this information to verify
that the new fs path matches the old one.
