I forgot to mention that complication in my email, but that was why
I'd held off.

What we'd need to do is include those commits by partial committers
that match "^Approved by: " and are not committed on release lines :-).
A bit complex, but doable.

See above. I'm not sure it's worth the effort right now, though.
