Can we set it to 999, or something? I don't think this feature is useful to
our workflow at all.

Also, if we're doing the UNCONFIRMED/NEW, thing, then I think there is no
longer any real distinction between "---" and "unscheduled". So, I propose
to change the default milestone to "unscheduled", and delete the "---"
milestone.
