AFAIK you are right, in which case this is unfair on the users of the issue
tracker. We should disable voting if we aren't using it. The "Project Owners"
can set the maximum number of votes to zero, according to the on-line help.

It seems that users aren't significantly casting votes: there are seven open
issues with votes (one defect and six enhancements), out of 371 open issues.
