Version 3 of the patch to fix SVN#2276 attached.

Fix for issue 2276 - 'svn info wcpath@X' or 'svn wcpath -rY'
return repository lock.

* subversion/libsvn_client/info.c
  (svn_client_info): Removed peg revsion check.

* subversion/tests/clients/cmdline/lock_tests.py
  (repos_lock_with_info): Added function to test
   'svn info' on 'path@X' or 'path -rY' return
   repository lock details.
  (test_list): repos_lock_with_info to list of tests.
