Locking Question: 'svn unlock' cleanup problem

I was looking in to FSFS repository design and its layout, and I found
that 'svn unlock' doesn't do a proper cleanup in repos/db/lock/
directory. When we unlock a file, MD5 digest file is removed but not the
3 character parent directory ...

Why we are not removing the 3 character parent directory, Is this a bug
or is it left intensionally ?
