r15737, javahl crash fix

Hi, Patrick,

I'm going to +0 r15737 because AFAICT it fixes the problem, *but* I'm
still surprised that the svn_time_from_cstring lacks error checking. You
might have some reason that I don't see, but in the core svn code this
would be considered a leak. Is this intentional?
