Senders to dev@subversion.tigris.org can set the "Mail-followup-to:"
header. I wish the list software would do that itself, but it would
be a major change, whose ramifications would need to be fully
investigated. For now, a workaround is for senders to set it. I've
started doing so on mails to dev@subversion.tigris.org.
