SoC project question...

I'm writing a module to add optional Jabber notifications to svn (as
part of Google's Summer of Code) and would like any input that people
would be willing to give. I will mock up a hook script or two to begin
with, but was wondering if anybody had some pointers regarding where
to start (or if this should remain simply hook script-based) and
where I should house my project (i.e. is this too jabber-related to be
a purely subversion project?).
