This sounds like a good idea. In addition one might want to examine the
different ways people ask a question related to a topic and include all
those ways in the FAQ.

I also think more links to the relevant discussions on the various mailings list
and to the entries in the Subversion book would allow users to
research a topic better.

Have you checekd YAML to be used for source file format? AFAIK there are
tools in various languages to process YAML files. (see http://www.yaml.org/ )
