I also prefer a solution which does not involve a centrally located file
containing path entries, for this reason.

I also feel like any solution which puts a config file into the
repository is a little redundant. A config file is a way of marshalling
a <string,string> -> string mapping into a byte stream; we already have
a string -> string mapping in the repository in the form of properties.
