I'm a bit unclear on the resolution of this mail thread.

   * Is this the final BDB 4.2->4.3 upgrade procedure we're prescribing?

   * Is it only necessary on Windows?

   * If so, this is a releasenote about Branko's win32 binaries,
only, right? Given that, where should we post this procedure?
