[PATCH] Issue #2243 - 'svn add' command not keying off svn:ignore value

Changelog:

Make 'svn add' honor svn:ignore property

* subversion/libsvn_client/add.c
(add_dir_recursive) : Add list of local ignores to default ignores
list.
