In the past, we've decided against having rules like this. Automatic
reconfiguration can be annoying when it's unwanted (for instance, the
environment may be different than it was during initial configuration,
such that you get different results).

That was back in 2001 or so. We have different developers now, so
perhaps the current consensus would be different, but I'm personally
still opposed to having such rules.
