FWIW, the ASF tries to defer as many decisions as possible to the PMCs
rather than doing things by fiat.

Though the move to Subversion is one of those few things that there's not a
lot of wiggle room on. Yet, that's because the PMCs don't maintain the
version control system nor are they concerned about the security issues
with CVS that we admins are. -- justin
