Misrepresentation of BerkeleyDB FS module as "base"

I realize that this is legacy, and don't want to re-hash any old threads
here, but why is the BerkeleyDB FS module named "fs_base" rather than
"fs_bdb" (or the like)?

$ svn --version
svn, version 1.2.0 (dev build)
   compiled Mar 30 2005, 16:04:46
[...snip ...]
The following repository back-end (FS) modules are available:

* fs_base : Module for working with a Berkeley DB repository.
* fs_fs : Module for working with a plain file (FSFS) repository.
