swig and bindings for 1.2

1. What is the state of our SWIG support as we move into 1.2? Which
versions do we want to support, which versions do we not want to
support?

2. It would be really nice if the various bindings-maintainers can get
them cleaned up this week and presentable for 1.2. There are new
locking APIs, some new svn_foo2() APIs, a new notification system, and
a whole new RA API.

As far as SWIG goes, it should pick up most of these new APIs
automatically. But there are some new func_t definitions that need to
be manually thunked for each language.

cmpilato tells me he's already working on the python bindings. Are the
perl bindings ready?
