So don't make either one the default. Make the user choose the one they
want, posting an appropriate message when they fail to do so. Considering
that this operation happens exactly once with any given repository, I don't
think that's overly onerous.

As someone who started using Subversion at home for my own projects, it
would have forced me to actually look at the differences between the two
back ends *before* setting up my repository, and make a considered decision
about which one to use.
