"svn --version" should output supported fs backends

hi,

i just did some test builds of trunk+merged locking branch for testing.
most of the time i build trunk without bdb support as i only use fsfs.
but for the locking tests i needed bdb support (will be fixed tomorrow).

so i rebuild with bdb. that brought me to the idea it would be actually
good if svn --version could show the supported backends. just like the
supported RA layers.

another good addition might be "svnadmin help create" mentions the
supported backends too. atm it seems it always reports both backends.

cant test the svnadmin part any further as there seems to be a bug with
fsfs only builds. mail coming.
