In light of that, I ran through all the 1.2 and 1.2-consider issues, and
triaged some of them into 1.3 and 1.3-consider.
I was essentially working by educated guesswork - if anyone feels I made a
mistake, feel free to drop the issue straight back into 1.2.

Anyway, at the end of that, there was left a list of 25 issues marked 1.2 or
1.2-consider:

2151 'svn ls' is slow over ra_dav, and way slower w/ ra_dav+FSFS
2161 Finish autoversioning feature.
2173 Symbolic links from Linux are not ignored in Windows
2182 Error/non-existant auth file does not give an error.
2183 mod_authz_svn needs capability to handle usernames containin
2188 svn_client_copy/move should error out if target exists
2193 fsfs truncates rev-props - bug on full fs

More of those can probably be pushed into 1.3.

Even so, we need to either push off or resolve about 2.5 issues per day, if
we are to get 1.2 branched in March, so it can be released in April!
