Principal problem with this proposal:

The is *no* master list of repositories in any of the subversion access
methods.

file:/// - who cares, use ls.

http:// - yes, SVNParentPath could be indexed - but one server could have
arbitrarily many SVNPaths and SVNParentPaths.

svn:// and svn+ssh:// - the server really has no idea where the repositories
are until the client tells it!
