No, "tags" are for if you want something "tagged". Stability is only
guaranteed if you consider the revision as well.

Yeah, again, you need a separate URL. Consider documentation valid and
usable for a two-digit number of years. This documentation would have to
mention the repository browser as well just to get hold of the precise
revision.
