I think we want a new function for deciding the lock comment case. But
that's more for API CLEANness and therefore it doesn't belong in
svn_xml.h. We want something corresponding to svn_path_check_valid.
Ideally, I'd like all svn: properties, as well as lock comments to be
checked with this new function.
