Ok, that makes sense - but in that case, I think we need a policy of tidying
up the field during initial triage of filed issues.

Something like:

-> "trunk": Bug exists on trunk (and possibly branches).
-> "1.?.x": Bug does NOT exist on trunk, only on release branch.
-> "---": Issue is independent of code version - e.g. website or
translations.

And we make some rule (must be done before milestoning?) so there is no
question which ones are tidied and which are not.
