RedHat considers it appropriate to open issues for new versions of
software? :O

Why would we want to? Their bugs should be about packaging. People
that find bugs in our code, not RedHat packaging, should contact our
lists and then we can open issues in our databsae. Looking at those
issues the vast majority of them are simply things that don't concern
ourselves with (e.g patches to add support for building the perl
bindings to their rpm spec).
