Recursively? YUCK!

In my (admittedly limited) reading of the TSVN webpages, I thought it
examined parent directories for tsvn: props?

Except that there is no reason to just apply it to po.
Doing so is exactly the kind of piecemeal kludge that we try so hard to keep
out of the Subversion source code - I think we should be upholding the same
ethos of thoughtful design in our repository settings too.
