Adding repos-root to entries file

I've come to the conclusion that I don't know whether I am capable of adding the
repos-root to the entries file. In particular, there are many places in the WC
code which would apparently need to be updated (several of them in the public
API). Although I can easily add the repos-root to the export and cat cases, the
translate case requires the value be available in the WC files somewhere and I
don't see a good way to do that.

The sensible thing (for some variant of sensible) would be to rewrite all of the
WC code to split URL into repos-root and repos-path (this is discussed in issue
#960). I'm not up for that, I think, nor is that likely to be available for 1.2.

I'll submit my updated keywords-as-hash patch with the new UUID keyword, and
without any mention of properties as keywords, which may make it more palatable
to the powers that be.
