did you know that you have could set the setting in
/etc/subversion/config and the value would be used for every user on the
box until they change it in their local config.

there was more than one discussion regarding cachine and password
storage. some proposed a svn-agent similar to the ssh-agent. a search on
the dev mailinglist archive should give you some links. [1]
