Case-sensitivity: "file:///C:/foo" and "file:///c:/foo" fail our "same repository" check

It appears that "file:///C:/foo" and "file:///c:/foo" fail our "same
repository" check.

Can someone with Win32-fu tell me whether this is deserving of an additional
issue in our tracker, or merely a note tagged on the bottom of our existing
case-sensitivity issue.
