Build JavaHL on Windows with VS. NET

I am trying to build JavaHL from the 1.1.x branch in Windows using VS .NET
2003. It does not build because the custom build steps are not defined to
run the javac and javah commands. I believe that support for this exists
in trunk now, but I do not think it has been ported to the branch. Could
someone tell me how to manually add these build steps to the VS .NET
project file? I can see where in the GUI you define these, I just do not
know what it is I need to define. Alternatively, what exact commands do
you run from the command line prior to building the JavaHL project. I
have never used JNI myself, so I am not sure what the commands are that
you need to run, and where to direct their outputs.
