How do I build a standalone svn client for windows?

I spent the last 4 hours trying to figure out how to generate a
windows project that will build an svn client that doesn't require the
libapr*.dlls and I can't figure it out. I found references to
--disable-shared and --enable-static...but I can't see how those are
used with gen-make.

Can someone explain how to do this and/or point me to an explanation
of build.conf?
