I suspect he wants a way to do that automatically, so that running the
tests over ssl doesn't require manual intervention.

I don't think it's a separate daemon, just a modification of
libsvn_ra_svn and svnserve to allow it to optionally speak over ssl.
And there was some discussion a while back over how such a think would
be implemented, although I'm not sure if this is the result of that
conversation or not.
