Oh -- wait, let's think this through.

Symlinks don't do anything on Windows, right? In that case, we
normally wouldn't want symlinks in our tree. But on the other hand, I
don't think the documentation even *builds* on Windows, because the
tools don't exist there. Is that's correc? If so, I think it's okay
for the documentation build system to use symlinks. and therefore to
have symlinks in the doc/ area.

Would like to hear from other developers/translators before we agree
it's okay, though...
