It's not only a question of making Office users happy. They *will* open
documents from Subversion, see them opening as "read-only" and possibly
will not care. However, Office will have created a LOCK on their behalf
that will never get UNLOCKed by Office, so manual intervention of
*somebody* will be required to get rid of it.
