Yes. The .tar.gz and .tar.bzip2 are for Unix, Unix doesn't need
apr-iconv. .zip is for Windows, it does need it. You'll also notice
that the APR and APR-util included in the two source packages are
different. Apache also has a separate .zip just for Windows and the APR
and APR-util come from that file for our .zip, whereas for our .tar.gz
and .tar.bz2 use the one in the Apache .tar.gz file.
