IRI is a draft specification...

As a Internet-Draft it is a work in progress and is changing. We
shouldn't call our international URI support IRI support because it
isn't clear exactly what IRI is yet.

While it is in "Publication Requested" status it still has to pass the
review process before it is final. They appear to have already made
changes to it based on some review.
