I have no comment about using win32 to generate a po file. However I am
involved in
the Japanese l10n project for subversion and I use windows and
colinux/gentoo to generate and verify the PO files. So far I don't think it
has created any problems. I am not familiar with the python scripts that
Erik Huelsmann has mentioned, but he did seem to imply that there are not
yet any automated PO generation methods for Windows developers.
