Well sussman said nobody would pay attention to it if it was marked as
Draft. And umm draft doesn't make sense. It's not a draft of
1.1.0-rc1. It is 1.1.0-rc1. If the flags were like stable, beta,
release canidate, etc... it might more sense but the flags totally don't
make sense for software.
