Yes, but what about Windows people that have already installed 1.3.19.
There isn't a compelling reason to force them to upgrade to 1.3.20 or
newer. Just because Windows doesn't ship with 1.3.19, doesn't mean that
we need to force all the Windows users on the upgrade treadmill.
