I have no idea how this helps. I don't even know what you are referring
to by "Custom Build Steps." Even if we can get the Windows build setup
to run the Perl build infrastructure, I still need someone to test it
and tell me if it works on Windows. I'm not sure it does, but then I'm
not sure it doesn't. Might take some tweaks. I know we're generating
some of our own targets because perl doesn't know how to ask swig to
generate the source files...

But until I can at least see the output of someone trying, I have no
idea what the tweaks might be.
