[Issue 1912] New - mailer.py: allow multiple addresses in to_addr

Hello, Subversion developers!

First, the obligatory self-introduction:

I am the chief cook & bottle-washer of the Docutils project
(<http://docutils.sf.net>, unfortunately still using CVS :-( ),
PEP editor for Python, and member of the PSF.

I started using svn recently, and so far I'm quite pleased.

On to the issue at hand:

A trivial patch that allows the to_addr setting in mailer.conf to
contain multiple space-separated email addresses. Checkin messages
are batch-sent to all address.

This was my first issue submission to tigris.org. I didn't realize I
would be able to attach a file after submitting the issue, so I copied
it into the text. I won't next time, promise ;-)
