r9880 passes all tests over all layers for fsfs.

I'm tracking down a hang I'm seeing while testing a large svnadmin load,
however. It's blocking forever when reading from a file -- it's on the
same repo same rev every time so I suspect it's data specific and
possibly Win32 specific. Our other repos have loaded fine (and seem to
be around 1/2 to 1/3 the size of the same repo in bdb).

I'll post more details when I have time to do more investigating.
