Oops again, it looks like I just didn't understand the interface. I was
expecting some sort of dropdown next to the Status or Resolution items,
and thought that since there wasn't one, I must not have permission to
change those. But marking the issue as a duplicate or changing its
resolution are in the list of actions just above the Submit button, and
somehow I didn't notice them. Thanks for following up on this, and
nudging me to take a closer look.
