Why would it be? They are text, as HTML files are too. XML is used for
config files, for documents, all of these benefit from merging. The only
issue is with XML files which are only edited by a tool, but normal text
files can also be manipulated by tools and subversion will consider them
text. As always, it's the user responsibility to say "I don't want
merging with this file".
