Priority, assignment of new "PATCH" issues

Hi all,

I'm now caught up on all the old patches that need to be added to the
issue tracker. The next thing to do is go ahead and add them.
Sometimes I can get a sense of whether a patch might need to be filed
with a high or low priority, but I noticed that most previous patches
were filed as P3. Should I go with P3 as a default? Also, most of the
previous "PATCH" issues seem to be assigned to "issues@subversion", so I
think that's what I'll put in the Assignment field of new ones too.
Please let me know if there are any problems with that, or if you see
anything else in the patch management process that can be improved.
